using a proxy server with internet explorer
IE, available everywhere
Internet Explorer is the most commonly used Web browser because it comes packaged with Windows®. It is always installed on public computers with internet access, making it a solid workhorse for hassle-free proxy usage.
Consider Firefox
If you're able to download and install new software, it's strongly suggested that you use Firefox instead. It tends to be much faster for this application.

Leech a proxy server IP first
You can obtain the IP address of a proxy server by perusing proxy lists on sites such as Proxy.org, FreeProxy.ru and AntiProxy.com.

Set IE right
Go to Tools > Internet Options...
The Internet Options control panel will open. Click on the Connections tab.
Dial-up users:
Click on the Settings... button immediately to the right of the white box that lists the available internet configurations.
Broadband users:
Click on the LAN Settings... button contained within the Local Area Network (LAN) group box.
Checkmark the option to Use a proxy server in the Proxy server group box. Paste or enter the IP address of the desired proxy server in the Address field and go on to enter the Port in the field immediately to the right. ex. Address: 100.10.100.10, Port: 8080.

Click on OK. Click on OK again to close the Internet Options control panel and to apply settings.
